Guests go out around breakfast, leave belongings on loungers, and effectively reserve them for the entire day - often while the loungers sit empty for hours. At peak times, this creates long queues, and you can expect to wait 1-2+ hours for a lounger (even though many sit empty) simply because others are hoarding spots.
